Job Description:

This Overhead Senior Technical Advisor position provides systems engineering support and related services to Sensor & Data Operations (SDO) Leadership in all facets of managing the Overhead access portfolio. The contract shall be responsible for a large dynamic range of projects and tasks supporting the efficient operation of SDO and ensuring that SDO’s equities in multi-agency Overhead access interactions are managed effectively, including: 
  • SETA support to SDO Leadership to accomplish organizational strategy and objectives as they relate to Overhead access
  • Draft, coordinate, and submit the Government for approval updates to the SDO strategy that account for enhancing inter-agency partnership
  • Organize, facilitate, take notes, and produce minutes from recurring engagements with partner organizations
  • Advise SDO Leadership on candidate courses of action regarding strategic decisions which impact the partner relationship
  • Develop and/or contribute to CONOPs, as required, that account for multi-access interaction between the Overhead access and the greater Midpoint portfolio managed by SDO
  • Serve as the SDO primary focal point for Partner Agency Corporate Quarterly readiness and support activities
  • Serve as the SDO primary focal point for Overhead governance and related documentation
  • Serve in a number of capacities supporting the Joint Operations Leadership Team (JOLT) and other boards
  • Support SDO participation in resolving partner policy and compliance matters
  • Maintain awareness and SDO-level coordination on all Overhead space and ground segment system requirements
  • Generate responses to action items assigned to SDO Leadership
  • Some travel is required. 
Job Requirements:

Bachelor’s degree or advanced degree in computer science, information systems, engineering or other related discipline plus at least 20 years of systems engineering experience. A Master’s degree or PhD may be substituted for two years of experience. A high school diploma or GED plus 24 years of systems engineering experience would also be acceptable.
The Mission Customer is looking for a high-performing SE6 with broad systems engineering experience and experience with Overhead programs. The successful candidate will be a great collaborator and good listener, comfortable with change and uncertainty, big-picture oriented, and technically proficient. 

Required capabilities:
  • Must have at least 15 years of Overhead SIGINT collection experience
  • Excellent interpersonal skills and diplomacy. Excellent oral and written communication skills.
  • Must be able to assimilate information from disparate sources and summarize for senior-level leadership
  • Must be able to review and analyze products and processes associated with Overhead Enterprise activities and provide feedback and recommendations, if necessary
  • Able to identify stakeholders, coordinate shared activities, and support shaping SDO interactions within the Overhead Enterprise
  • Experience with strategic planning, organizational direction, providing tactical and strategic direction, and producing CONOPs to ensure the successful integration of SDO programs
  • Must have domain knowledge of Overhead operations environment with emphasis on OCMC and MGS activities 
Desired capabilities:
  • Knowledge of collection management techniques and tradecraft
  • Knowledge of the extended Overhead operations enterprise
  • Knowledge of capabilities of Overhead SIGINT systems to include legacy and IOSA systems
  • Familiarity with SIGINT architectures and ability to ensure efforts are in synchronization with corporate enterprise requirements
  • Knowledge of Overhead GEOINT operations
